Rob has outlined a good method. It is far more likely that the "kill" button or ignition switch is not allowing powder to reach the Boyer unit. Electronics don't go bad simply sitting there. On the other hand, switches do corrode when out of service, and can easily loose connectivity. ;)

I agree with Kurt. The metal shim is to keep the white o-ring from being nicked, cut or roughed up by the end of the oil filter tube, which is inside the engine. That metal cylinder that forms the oil filter "housing" does not have a very fine finish on the surface the o-ring sits against....

Pumps in my state have always shown the (R+M)/2 formula, and the highest octanes have dropped from nearly 100 in the mid-70's to the 93 we have today.

Hey Seth, yes that was my point. For these mildly tuned motors, super accurate timing is less critical than a high revving race motor. But let's not forget that the octane rating my /7 was designed for no longer exists in the USA. In fact the highest octane I can get (93), is still something like 5...

Bel-Ray makes excellent synthetic fork oil. Their 1L bottles are enough for 2 changes on most Airheads.

Make sure your OEM brake hose has not collapsed. The black flexible rubber hoses decay on the interior (where you can't see it) and collapse internally . And what voltage regulator do you have ? The original tin can version came with points and all sorts of internal mechanisms that can break, hangup and/or get dirty.
