I had NGK resistor caps go open circuit when measured with an ohm meter. They still passed a spark but I suspected it was a little weak. To get 13.3 Volts means the charging system is doing something. Only just Just off idle you wouldn't expect to see more than 13.3 volts so when you say off idle what revs are we talking about and does the voltage increase at higher revs to 14.0 Volts or something near ? You cannot look at float level alone you have to look at the entire carburettor as a whole, if you look at it there will be an upper and lower limit for the float height and in no way can you set the float level via how high the level is in the float bowl. As far as I know there is no specification...

My bike runs rich thought the range. I weighed the floats and they both seem to be around 12.5 (ISH) gms on cheapy electronic kitchen scales. I suppose if the float needle is visibly worn then it will affect the fuel level slightly even if it doesn't leak. The fact that they are spring loaded will reduce the amount of pressure that the floats can exert on the needle and tend to keep it seated so perhaps that limits wear. Mine still look g...

I'm in no doubt that floats absorb fuel and become heavier. I've even noticed it with new floats that initially gain a small amount of weight.
