Sounds like a stuck relay.... Assuming your bike still has stock electricals.... one at a time, pull out every relay you can locate (in the headlight shell or under the gas tank) until you find the culprit. No hard facing on the teeth. Get a piece of string or thin wire and lift then tie the throttle arms up to something, anything. That will give you some free play. I've seen far worse than that! Check the throttle tube end play when it's located in the housing with the cap in place. If you can slide the throttle tube back and forth along the bar more than say 1/32" the gears are losing engagement and will wear at an accelerated rate. If the housing is wor...

Put up with it as long as you can, then change the whole lot, throttle tube, gear with the chain, upper cable, lower cables, splitter. Check the throttle tube housing for wear....it may still be ok. Crack the brake pipe at the master cylinder and see if you get lever travel, and brake fluid going everywhere....
If you still don't get any movement the issue is in the master cylinder. Or a mechanical interference with the lever.
