The petcocks are rebuildable. There is a "rubber" internal packing that can loose its position and fail to let fuel by. The packing by itself is about $9US, but that's cheaper than new petcock assemblies.
After 20 years as a professional bike mechanic and 30 years as an engineer I know just enough to be dangerous !
