Yes, a"stretch" is a more accurate description than "bind".
They are probably variable pitch as the threads get closer to the head.
That would pull back, or "stretch", the portion of threads already engaged.

I think the reason for replacing the bolts every time is that the bolts
are interference fit. Meaning, the threads are slightly oversize
and bind (self-lock).

If you use Red Loctite; I suggest you apply a small amount to the last few threads in the shaft, opposite the head. To remove them you will need to heat the end with the Loctite above 400 degrees. Taking it apart is important. If you don't, paint will bridge the seams and crack
when the fairing flexes. Its not hard to do. I repainted mine with OEM Glasurite
paint.
