Archimedes' Principle is how we put a number to the buoyant force. It says that the buoyant force on a submerged object is equal to the weight of the liquid displaced by that object. But the weight of the object has to do with how deep that float will float. As you said. But the plastic ones may float higher on the surface of fuel.
