You are probably wondering about the rubber sleeve that keeps water out of the carb top. It isn't designed to be lifted up and down quickly. I cut the bottom ring off of it so that it slips up and down easily. It no longer will tend to seal out any air, thereby allowing some air in at the carb top. It does keep out any rain and that is more important than the possibility of an air leak.
I'm wondering how you account for the fact that tightening the locknut affects the balance...?

I'm all for a carb balance...but, only after verifying the valve settings and timing. Too often "tune-ups" are done on a rolling basis...that is, valves adjusted one weekend, timing checked two weeks later, carbs tweaked after a three week camping trip, etc. By the time the carbs are tweaked, the valves are no longer in spec.
