I actually built a prototype for you idea. It used a styrofoam winglet and did work!

As far as helmets, I've seen a product advertised called Helmet Skins - making them tear-off shouldn't be too hard, (but maybe expensive - I don't recall what they cost)
I like that. A low tech tear off helmet cover. maybe a velcro attachment, and could be re-usable. Excellent!
The real solution is to ride with somebody else, and DON'T be the last guy in line - the cops, like all predators, pick only the weak amd the lame, and are usually satisfied after one "kill""
But aren't the lame guys behind?

just noticed in an on-line ad from Aerostitch that they have a device that unfolds from your license plate to show (for example) a happy face. A sad drawback of this device is that it completely hides the plate from an overhead toll camera or speed radar.

They have some gag items in their catalogs. Have to check to see if this one is for real!
