Clean and re-grease every tire change is crazy talk in my book, but not touching them for a dozen years is definitely not the best service interval either.
Since you don't know the bike and bearings, clean them the first time by removing the stack.
Major is right about the cleaning. However, once they are clean, then they clean by regreasing them, as it pushes out the old dirty grease. Do it every tire change. It only takes a few seconds if you have the tool.

I don't need to see it. It is worn out.

Since on the last two rallys, nobody was interested in wheel bearings, I didn't pack my tools up, but maybe Ken has them.
