If it does not create a seal-type envelope, it would be difficult to prevent rust in the presence of gasoline.
Best rust preventative for a gas tank is to FILL it up to the top for those times when it has to sit, and add a gasoline stabilizer (including a water-getter in the product, if you please).
Gas tanks did not always have a coating inside...

Nope, but there's no question that the ones that do definitely last longer. Even more important in a humid environment.
