A spate of those bolts fell out when almost new. That was because the factory didn't tighten them. New, or used, not one bike came back to us with those bolts loose, or fallen out.

Loose ones can be found easily by palpating the rubber boot with a finger while rotating the rear wheel. With so many falling out, we had to find a way to locate them easily and without spending time pulling the boot back. It became a standard item on our safety check list of all bikes that stopped at our shop. In about ten minutes we were able to do a very complete survey on a bike without any tools but out eyes and hands. We almost always found a lot of items, such as bent frames, without riding it.
