The raised roundel version of the mudflap goes on the inside of my R75/6; fits perfectly. And, I don't see how it would touch an oversize tire.

Mine fitted fine on the outside. Since my fender is just black plastic, covering it up isn't any real loss.

LaDonna's bike 1974 R75/6 came new with it on the inside, surely the dealer did make a mastake and put it on wrong

The factory correct way ( as Duane A. pointed out) is on the outside.
The rubber is (was) molded that way, also the hardware that used to come with the kit (WAY BACK) when I was selling a few every month was clearly designed to be on the outside of the rubber, hence the cup washers. YES those were factory supplied with the kit.
I don't necessarily AGREE that this was an ideal set-up, but the O.P. did ask what was correct, not what made sense.
