That's cheap. I see 'em sell for OZ$20-25. Two years ago they were about $10.

Are those keys for the later bags where the keys are similiar to the ignition/fuelcap/seat keys?
I think that the earlier pannier bag keys for the square BMW classic touring panniers were different from the later keys that were used on the later monolever panniers. I've never seen blanks for the earlier type available. This is the lock type for the earlier pannier up to 02/1988..

This is the lock & key setup for the 02/1988 on monolever bike panniers, that had matched keys to the ignition/cap/seat.
