R100R fork brace

Was surprised to see when striping the front end of my R100Rr that the fork brace was secured to the fork legs by 4 pin fixings through rubber bushes and held in place with sprung starlock washers. I always thought the brace was there to rigidly stop the legs twisting.
Looking at Max BMW fiche it shows both options. I wonder why the change?

Seeing as how nobody's chiming in, here's my 2cents...
The part is listed as a 'stabilizer' on the max fiche. It's unclear if it's function is to stabilize the forks or to stabilize the fender. Maybe the part was cracking so BMW decided to rubber mount it and it's sole function would be to hold the fender on. Does this make sense to anybody?

Thanks for your reply gspd and yes all it does now is secure the two part fender/mud guard.
I guess the substantial wheel spindle and the double clamp lower yoke do there job.
