Having an angled end to the tube causes the oil droplets to flow together and be drawn off more quickly... al least, that's always been my assumption. Of more interest is the angle cut end of the tube. That concept only works for airflow across the tube, like the air tubes on the bottom of the carb slides. Two teaspoons can be used to lever the needle off the spindle, which works quite well.

A plastic bag on the end of the crank case breather hose will show/disprove blow bye, if you don't have a leak down tester.
