I would assume that all of the observed 'readings' are on the road. When you say it won't rev, do you meant stutters and coughs?
I created this issue when I adjusted my float hight badly on my old R80. Basically it had just enough juice for 30MPH but not 60. It sort of coughed and hesitated athigher speeds. Easily fixed by adjusting the little mettle tang a bit.
