It has been around for a long time in Japan as a 400 because of their tiered licensing.
I guess they will make some extra ones and toss them on a boat.
I've spent most of my money on women, motorcycles, and beer.

Exactly. 400 for Japan. Kept the export a 400 for cost savings.
I haven't found any mention anywhere about about it being counterbalanced though.
