When you rebuilt the carbs, is there any chance the chokes were put on the wrong carbs (they look identical, but are in fact left and right) or is there a possibility the idle jet is plugged (the fact that it won't idle) you should be able to see light through it. Also, white smoke is an indicator of oil burning, could the plugs be fouled? Notice in this diagram how the mix screw and idle jet are connected and will effect idle mixture and off idle response.
