Many of his illustrations include a police car, often hidden, as another variable to consider, even when the police car is not part of the road situation analysis.

What
they mean by responsibly, is riding too slow to be truly focused. In other words: less safe.

I run into this situation quite often. I see no reason to wait behind a long line of slow moving traffic with an air cooled engine. The"ploys" are for avoiding the tickets.
