I made a spline forming tool from an old /5 brake part. The dims. are the lead and the final size. The hole should be about .430 or so. Push the tool through with lube, clean and relube and push it back through. 6061 t6 is a good alloy for forming. Disclaimer--This worked for me, do not try this at home.

Don't do it, Robert. Making your own brake parts is totally cool. Making them for others is a horrible liability lawsuit just waiting to happen.

With a big enough hammer it would surely do the job!
(I guess a person could "cheat" and heat up the to-be-splined brake arm to red hot first.)

I used 1 set.. my welder buddy made a set 1" longer
I bolted 1 side to a table an hung 40lb 1 part broke as the waight was on it the other is holding this minute
in thin plane this weight test should produce a sound part if it holds, as it works in the thick plane in operation
I see this project has turned some certain interesting ideas in mfg an libility
as its your bike an your work the falit can only be the one rideing it
I never seen a group so intent on fring the cook as beemer heads
